Yep Orc, the file is a virus ... and the solution isn't the best antivirus, but formating your comp.

The file "rising.exe" is known to be created under the following filenames:
%ProgramFiles%\common files\rising.exe
%ProgramFiles%\rising\rising.exe
%System%\53472fc0.exe
%System%\rising.exe
%Temp%\ravtmp\rising.exe
%Windir%\windows\s ystem32\rising.exe
c:\rising.exe

The file "rising.exe" has the following possible country of origin: China (Number of Incidents: 3)

The following threats are known to be associated with the file "rising.exe":
Trojan-PWS.Win32.QQPass [Ikarus]
W32.SillyDC [Symantec]
Worm:Win32/SillyShareCopy.F [Microsoft]
Worm.Win32.AutoRun.bms [Kaspersky Lab]
Trojan-Downloader.Win32.Agent.afuz [Kaspersky Lab]
...

And we all know the allknown viruses of above.

Your reasoning is excellent -- it's only your basic assumptions that are wrong.

But, if you're aware that you've installed RisinG yourself, than it could be an antivirus.
It's because antivirus and this virus go by the same name, so it's a bit confusing. So if you installed it, it's an antivirus, if you didn't it's a virus.
And about 0 Octets, if it says "QueueSessionPayload: 0 Octets" that's nothing to worry about.
